A borough is an administrative division in a player owned town. In principle, the term borough designates a self-governing walled town, although in practice, the term simply means that the player owned town is accessible through another town, whether another player owned town or an NPC town. Generally, the borough will be part of the town to which it is attached, although this is not always the case.
