This is part of a series of quests. To start this series of quests, talk to Verity Webb (the Minister of the Health) on the second floor of the Town Hall building in Port Harmony, and Bow to Minister.
After you Ask Minister About Visitors, the next step in the series of quests is Mention Visitors to "Avatar".

Most people don't seem to stand on formality around me. Port Harmony's Minister of the Hearth is different. This city has a very inviting atmosphere to it, but stiff formality is more like some of the nobles I've met in Novia. I wonder if she treats all visitors so formally?
