The Citadel is a legend passed down by pirates and mariners of the Bay of Storms. It is known that those who sail through the center of the Great Storm will see lights beneath the waves. Legends tell that this is a great citadel, where the souls of all the dead mariners taken by the storm gather in quiet, peace, and perpetual tranquility.
Other tales are not so tranquil; they say the Citadel is in a constant state of war between souls of pirates, forced to fight against one another for eternity.
