You can recive this item by speaking to Simone von Eglinger in Ardoris. After finishing the Investigate Child Murders quest, speak to her and say help. This will give you the Collect Book from Merriweather quest. You may have to say goodbye and speak to her again and say help to get this quest, if you do not get it right away. You can only get one of these items per Character.
