Fiona FitzOwen, the bard who holds court at Peladjar's Inn in Ardoris, told me that if I would like to acquire her "merchandise" or unique armor and weaponry, I should see her family crafter Pip and mention "FitzOwen legacy" to her. Pip is in Desolis... north of Ardoris, past the Eastreach Gap, and within the desert of the South Grunvald.
