This is a quest that can start in one of two locations, with the same resolution. If you begin in Braemar, the quest is "Find out why Braemar has no ale", or you can begin in Owl's Head with "Find out why Owl's Head has no ale". The only difference is which order you will need to speak to the bartenders.
Flynn Gilson can be found in the bar in Braemar, standing beside the fireplace not behind the bar.
After receiving the quest, you should move on to Kingsport. When you first enter you'll follow the road and then cross the bridge on the left. Innkeeper Abbott is in the Hearth of New Britannia not far after the bridge.
When you speak to Abbott (sitting behind the bar), say "Shipment" and he will tell you about closed shipping lanes and send you to speak to a smuggler named Anton.
You'll find Anton in the building that you see as you leave the bar. It's a little to the right and 3 stories tall, on the docks. You'll find Anton on the third floor of that building. Once you talk to Anton (say "Ale Shipments"), he'll ask you to talk to Thomas Strongbeard in Owl's Head (another bartender).
Once in Owl's head you'll head to the Fire Lotus Tavern. You'll find it near the center of the city, once you see NPC vendor signs you'll know you're close. You'll say "shipment" to him and click the text "what needs to be done" after clicking through his text a couple times. You'll then receive 3000 exp and 500 gold.
You can return to Innkeeper Flynn in Braemar. You'll say "Ale" to him and he'll reward you with 200 gold and 3000 exp.
