This is a Repeatable Quest offered by Corporal Heloise, who is at the Bivouac in Solace Bridge Outskirts. Mention "heirloom" to Heloise to obtain the quest. This quest can be done as many times per day as you want.
The Solace Bridge Outskirts Heirloom (which can only obtained after you have been given the Recover Heirlooms for Corporal Heloise quest) drops as loot from the Bandits in Solace Bridge Outskirts. You can only carry one Solace Bridge Outskirts Heirloom at a time.
You can return the heirloom to either Corporal Heloise or to Hartley for a reward of gold and 16,000 XP (or 32,000 during double XP). Although not known for sure, giving the heirloom to Corporal Heloise may positively effect you avatar's virtue, whereas giving the heirloom to Hartley may negatively effect you avatar's virtue.

Corporal Heloise asked me to give her any family heirlooms I recover from bandits in the Solace Bridge Outskirts. She'll make sure each one will get returned to their proper owners.
