Report from the Council of Might is a book quest item that can be found in the Crypt of the Avatar. Of note, once you turn in this quest item, you will not receive a copy of it. It will be gone.

I bear tidings from the Council of Might which is currently meeting in Etceter.
They have not seen fit to hear our plea. The cities of Opalis, Resolute, Aerie and Ardoris met with our delegation, but had no aid to offer, as all are concerned with their own defenses. The Realm of Norgard, according to Resolute's representative, is remaining neutral for the present.
According to the Ardoris shogunate, Drachvald has already fallen. I am afraid that despite Lord Anapa's best intentions, there will be no aid from that quarter, either. We remain alone in our stand.
The assorted dignitaries were indeed quite apologetic, but it is obvious they far prefer the Army of Obsidian Triumph to busy itself with consolidating its current holding. I made my personal feelings regarding this absolutely clear.
I was personally offered sanctuary in Aerie, the city nearest Etceter, but let it be known that at least the Guardians of Midras see fit to see the responsibility they are charged with to its end.
