I ventured into the local inn within Soltown and met a bard named Stan Clarke. When I asked if he needed any help, he told me that bandits stole a family ring from him. He asked me to retrieve the ring from within the Soltown Catacombs, and that I could probably find it on a bandit hiding out within the catacombs. I can assume that a valuable item like this ring would be in the possession of the bandit leader.
