This is a PVP area nested within Tartarus (the entrance/exit to the cursed maze is in the cave system at the bottom level of Tartarus).
The scene is a maze, with a wave battle that is triggered by waiting in the arena at the center of the maze.
Leather Bandit Gear only drops from the Satyrs in Tartarus Cursed Maze (PvP) and in Tartarus.
