Captain Burnes is a Highvale Guard Captain found in the Monastery in Highvale Outskirts.

I know not the intent of the Obsidian elves attacking our fair village. Yay, we've had run-ins with hostile elves in the past, but always in small packs, and certainly not the norm. Hence, we feared not the wrath of Vertas elves since many have been kind, if not a bit isolationist. Nay, these Obsidian elves are brutal, and hath not the kindness of the other elves we've come to know. They attack without provocation and seek to annihilate humanity from the region.
