Cabalists are ordering their cultists to siege virtuous towns. I learned that breaking a siege starts with killing all the siege engineers. This will draw out whoever is leading the siege, because nobody will be operating their catapults. Whether one cabalist appears or several, I need to defeat every one that arrives to stop the siege.
