I met a vigilante within the woods of Blood River Outskirts named Marcus. He may be the first vigilante that I encountered that did not attack me on sight. Marcus believes the tale that the elves of the Blood River village ruthlessly attacked a hapless caravan of human settlers. When I asked about helping the vigilante cause, Marcus recommended I meet with his commander, Phineas Drumplemouth. If I mention the codeword "cleansing" to his camp's gate guards, I will gain access and be able to speak to Phineas. We'll see if that works.
