The second "evidence" note I gave to Alberic was better than the first, but there is still nothing in it that would implicate Phineas Drumplemouth's vigilantes in an unprovoked attack and massacre upon the Blood River elves. Alberic suggests I find a way into the vigilante camp in Blood River Outskirts and try getting solid evidence directly from Phinease Drumplemouth, himself.

- This quest will be completed when you finish the Scalps for Vigilantes, Venomous Extraction and Sacks for Phineas quests. After completing these 3 quests, click the manifesto keyword when speaking to Phineas Drumplemouth. He will hand you The Cleansing Manifesto, which will complete this quest.
- Completing this quest will give you the Give Manifesto to Alberic? quest.
