Anya, the Mage of the Sun, was difficult to understand, but I believe she asked me to slay Riei Firefeather and bring back his unique feather. This phoenix lairs within Wynton's Folly in the Hidden Vale... I'll have to board a large seagoing vessel from Brittany for the Hidden Vale, for the phoenix lairs in Wynton's Folly in the southwest of the Vale. I will have to remember to collect the feathers from the bird after I bring it down.
