Harry confessed to starting the fire at the Soltown refugee camp and regrets his actions. He has asked me not to tell his Stanley the Guard what he has done. The way I see it, I have three options: tell Stanley the truth about the refugee camp fire, tell Raymond about Harry and let him take matters in his own hands, or show compassion by telling Raymond nothing and trusting Harry will do right by the refugees from now on.
