Alberic, of the Blood River Outskirts refugees, has asked me to deliver Phineas Drumplemouth's manifesto to Captain Bearfield, an officer from Aerie now in Blood River Outskirts. Evidently, this is the evidence the Captain needs to authorize her to take down the vigilantes.
Captain Bearfield is stationed with a small garrison of rangers roughly east of the elven refugee camp in Blood River Outskirts.
