To obtain this quest, talk to Elder Bodil in Tanglemire. Then speak to Skarde in Spindelskog (Normal) to obtain the Bag of Runestones. Return to Elder Bodil and give him the Bag of Runestones.
After you obtain this quest from Elder Bodil, you do not need to speak to him before obtaining the bag on subsequent occasions (you can just go get the bag and give it to him).
This is a Daily Quest that can be repeated every 24 hours.

Bodil, a village elder in Tanglemire, wants me to find a man named Skarde on the edge of Spindelskog. I should ask him for a "bag of runestones" and bring the bag back to Bodil.
Bodil stressed that he needs specific runestones which Skarde sorts for him. Only the ones that retain their power can be used by the elder to create his spirit warders.
