This is a Repeatable Quest offered by Vinicius, who is at the Elven Camp in Blood River Outskirts. Mention "heirloom" to Vinicius to obtain the quest. This quest can be done as many times per day as you want.
The Blood River Outskirts Elven Heirloom (which can only obtained after you have been given the Recover Heirloom for Vinicius quest) drops as loot from the Vigilantes in Blood River Outskirts. You can only carry one Blood River Outskirts Heirloom at a time.
Return the Hierloom to Vinicius for a reward of gold and 16,000 XP (or 32,000 during double XP).

Vinicius in the Blood River Outskirts refugee camp wants to redistribute all the heirlooms stolen by the vigilantes back to their original owners. If recover any of those heirlooms, I'm supposed to bring them to him.

- Once this quest is completed, you can keep returning a Blood River Outskirts Elven Heirloom to Vinicius for a reward, anytime you find one.
