This dragon head drops as loot from the Clockwork Dragon (the in-game name is "Clockwork Dragon", but it is actually a Silver Clockwork Dragon).
Using the Tanning Station and the Recipe: Mounted Silver Clockwork Dragon, this head can be turned into a Mounted Silver Clockwork Dragon and then placed as decoration.
