This is part of a series of quests. To start this series of quests, talk to Verity Webb (the Minister of the Health) on the second floor of the Town Hall building in Port Harmony and Bow to Minister.
After you Talk to Minister of the Hearth, the next step in the series of quests is Ask Minister About Visitors.
