Ambassador Miles Shepherd had been in Etceter when Midras fell, and declared himself the Midras government in exile. He was a former Guardian of Midras, and wore a bushy mustache and long hair, both gray. He is a member of the Council of Might.

During the gathering of the Council in Etceter, as depicted in Blade of the Avatar, Miles attacked Aren Bennis in despair over losing his home city. Using the powers of his Avatar Blade, Aren was able to understand him, and this caused Gerad Zhal to declare that Aren must be sent to the Titans in Opalis.
